| Purpose: | To start off the development of data collection tools |
| Participants: | The participants should include the team working on the project for which the baseline study is planned. Other staff, such as finance officers and adminitstrative staff could be involved. The process should be as participatory as possible, therefore ideally include local partners and other stakeholders. |
| Time: | about 2 hrs. |

| Process: | 1. Go back to the list of possible data collection tools. Select the tools that need to be developed (it might be all of the ones on your initial list). Keep in mind that you might need different tools for the different aspects and target groups of your baseline study (such as a survey for the community, focus group discussions for in-depth information about attitudes and feelings of a specific actor, capacity assessment questionnaires for your partners, a content analysis for media contents, etc.). 2. Pick the first data collection tool in the list and explore with the team:
4. Steps 2 and 3 can then be repeated for other data collection tools (if necessary). 5. Two group members can be assigned to develop the data collection tools further, based on the ideas on post-its. It would be positive to select group members with some experience in collecting data. The draft data collection tools can then be discussed in a separate team session. |
