Purpose:To generate a list of indicators for the results chain of a project or programme (planning phase)
Participants:4-8, 9
Participants should be made up of all or key members of the team working with the project, management should ideally also be included.

Time: Depending on the nature of the project or programme. At least one 2-hour session is necessary. The process can, however, take several more sessions.

Materials:Whiteboard (alternatively: flipcharts)
Marker pens
Notebooks and Pens
Handout "Results chain tables"
Process:1. Prepare tables with the different levels of the results chains developed by the team before the session.

2. Give a brief overview of where you are in the planning process and remind about the content on indicator development introduced earlier.

3. Distribute the handouts with the indicator tables to the group. For a complex results chains (for instance if you distinguish between higher and lower level outcomes and have several higher level outcomes), it can be best to start with one section of the results chain. Ask the group to first individually look at the results and answer the question: How do we see that the result is obtained? Allow for sufficient time for this exercise and encourage participants to write down all their ideas, regardless of their quality. Stress that indicators will never be perfect and can only approximate the change.

4. After the individual work, compile a list of possible indicators in plenary for each of the results. This list can in a later step be used to refine and select the best.

5. For complex results chains, steps 3 and 4 might have to be repeated for other sections of the chain.

Note:
The generation of indicators for each of the results chain levels can also function as a good review of the chain.

When results are already very specific (that is most likely on output level), indicators might not be necessary.
