| Purpose: | To raise awareness for the importance of baseline studies |

| Process: | 1. Organise participants in groups of 4. They are asked to play the following scenario: The situation: Jeremy (for female Jenny) has a new job with a peacebuilding organisation that is based in Kenya. J. has in the past already worked in the field of peacebuilding, but has more substantial experience in development work. In this most recent position, J. has gathered hands-on experience in PME&L and hopes to be able to share this and learn from his new organisation. J. was hired as a programme advisor. During the introduction week at his/her new workplace, J. discovers that the organisation does only to a certain extent employ formal PME&L tools, though its funding proposals often use Logical Frameworks. J. is assigned to deal with a new project that has just received funding. The proposal includes a list of objectives and also states that the project will be externally evaluated after completion. J. develops a workplan and one of the first items is a baseline study. When J. presents his/her ideas to his/her boss and two colleagues, the only reaction he/she gets is "We do not need a baseline...". 2. Participants are now asked to simulate this conversation: J. trying to convince his/her boss and colleagues of the benefits of doing a baseline study. One group member playse J., the other three his/her boss and colleagues. Here, it might also be necessary for J. to explain to his/her colleagues what a baseline study actually is. Allow 15 min. for the work in groups. 3. Ask one volunteer group to quickly play the situation in a fish-bowl setting. The other groups observe the scene and note some of the arguments used by both sides. |
