Purpose:To dertermine where data must be collected and from whom
Participants:The participants should at include the team working on the project for which the baseline study is planned. Other staff, such as finance officers and adminitstrative staff could be involved. The process should be as participatory as possible, therefore ideally include local partners and other stakeholders.
Time: up to 45 min.

Materials:Flip charts
Marker pens
Process:1. Introduce to participants that this session will deal with three elements of the baseline plan:
  • Data source and quantity: This refers to where the data will be accessed and how many data sources will be used. For example: 6 teachers per school (3 schools), official police statistics etc.
  • Location of data collection: Refers to where the data will be collected, e.g. during training, in peoples’ homes, in the place of work or via email.
  • Conflict considerations: refers to issues specific to the conflict that may influence conducting the baseline study, e.g. security situation, implications of language selection, nationality of researchers, etc.
2. Facilitate a group discussion among participants. The goal is to reach a decision for where and from whom data will be collected for the baseline focus/foci defined earlier and what conflict considerations need to be paid attention to.
